Utilities run on SEWA rather than the Dubai or Abu Dhabi authorities, and more of the process is still handled in person, so anything needing the utility involved wants extra lead time. Move-in inspections and final-bill clearance cluster around handover week, which is exactly when people also want a move in clean and a repaint — sequence those rather than stacking them on one day. Tenancy contracts are attested through the municipality rather than registered as they are in Dubai, and repainting between tenancies is close to universal in the older buildings, often handled by the landlord's own crew; establish early which side of that your contract puts you on.
Licensing is per emirate, and pest control is the clearest case: an operator approved elsewhere is not thereby approved for Sharjah, and enforcement against unlicensed fumigation in the northern emirates is not theoretical.
