A move-out NOC is building management confirming to its own security staff that no service charges or rent cheques are outstanding against the unit, and that a specific vehicle may remove household goods on a specific date. Without it, security has standing instructions to stop loaded trucks. Third, access friction at both ends: floor number, lift availability, distance from truck to door.
This is why two identical-sounding two-bedroom quotes can differ substantially: a ground-floor unit with parking at the door versus a 30th-floor flat with a booked lift window and 200 loose kitchen items.
