Dubai tenancies register through Ejari and electricity through DEWA; Abu Dhabi uses Tawtheeq and ADDC, and an ADDC connection generally requires the Tawtheeq to exist first. Abu Dhabi buildings run the same NOC and lift logic as Dubai towers, so budget the paperwork week twice.
